비슷한 시기에 서독은 제2차 세계대전 패배 후 '라인강의 기적'으로 불리는 놀라운 경제성장을 이루었습니다. 국민소득이 상승함에 따라 청년들이 체력적으로 힘든 업종을 피하면서 해당 분야에서 인력 부족이 발생하게 되었고, 대한민국은 서독과의 협약에 따라 광부와 간호사를 파견하게 되었습니다.
